Keep More Of What You Earn

Lower Property Taxes

Wisconsin has some of the highest property taxes in the country, ranking among the top 10 states. As governor, I will end the 400-year property tax increase. Then, as we work to lower property taxes even further, I will implement a property tax freeze so families and seniors have the certainty that they won’t be taxed out of their homes. Under David Crowley, Milwaukee County property taxes have increased five times, for a total increase of roughly $9 million.

Deliver a 10% Working Families Income Tax Cut

As governor, I will deliver a 10% income tax cut for working families earning under $150,000 a year, putting more money back in their pockets for groceries, housing, child care, and everyday expenses. When David Crowley had the opportunity to support a 10% middle-class income tax cut in the Legislature, he voted no. I voted yes.

End Taxes on Tips and Overtime

I voted to eliminate federal taxes on tips and overtime, but Wisconsin still taxes this income at the state level. As governor, I will end state income taxes on tips and overtime so servers, bartenders, construction workers, machinists, first responders, and other hardworking Wisconsinites can keep more of what they earn.

Return the Surplus

Wisconsin taxpayers are overtaxed. The last state budget increased spending by 15%, pushing the budget above $100 billion for the first time in state history, and Madison is still sitting on a surplus. As governor, I will return the entire surplus to taxpayers.

Reduce Utility Costs

Under the Evers administration, the PSC approved more than $2 billion in utility rate increases, granting over 70% of requested utility increases. As governor, I will appoint PSC commissioners who put Wisconsin ratepayers first, stop shutting down reliable baseload power, and embrace next-generation nuclear energy to help lower costs and strengthen our grid.

Prevent Sales Tax Hikes

I will protect Wisconsin families from additional sales tax increases. David Crowley already raised Milwaukee County’s sales tax by 80%.

Lower Gas Prices by Repealing Minimum Markup

Under Wisconsin’s minimum markup law, gasoline retailers are required to build a statutory markup into the price of fuel. As governor, I will fully repeal the minimum markup requirement, which currently adds over 30 cents per gallon at the pump. Government shouldn’t mandate higher prices.

Create Good-Paying Jobs

Wisconsin ranked 40th in job creation from 2018 to 2025. As governor, I will create a pro-growth environment with lower taxes, less red tape, and faster permitting. I will also pursue occupational licensing reform to modernize Wisconsin’s licensing system, cut unnecessary red tape, and ensure workers aren’t burdened by excessive government fees just to earn a living. My goal will be to attract investment, grow Wisconsin businesses, and give our graduates every reason to stay right here at home.

A Home You Can Own

Streamline Red Tape and Lower the Cost of Building

The American Dream of homeownership is increasingly out of reach for Wisconsin families. The average first-time homebuyer in Wisconsin is now 40 years old, up from 29 a decade ago. Meanwhile, government regulations add an estimated $88,500 to the cost of building a new home in the Midwest, while permitting delays can force families to wait more than a year before construction even begins. I will target unnecessary regulations and delays that increase construction costs and restrict housing supply.

Stop Wall Street and Communist China from Buying Wisconsin Homes

In Congress, I cosponsored the American Family Housing Act to prohibit large institutional investors from purchasing single-family homes and the Protecting Our Farms and Homes from China Act to prohibit Chinese corporations and entities affiliated with the Chinese Communist Party from purchasing American farmland and residential property. As governor, I will advance those same principles in Wisconsin.

Expand Pathways to Homeownership

Kids Who Can Read

Invest in Education and Demand Results

I went to public school, and so did my three daughters. I support additional funding for Wisconsin schools, but it must come with accountability for results. We are spending more per student than ever before, yet just 31% of fourth graders are proficient in reading. Taxpayers deserve to know their investment is reaching classrooms and improving outcomes. Whether parents choose a public, charter, private, or home school, every Wisconsin child deserves a high-quality education regardless of their ZIP code.

Raise Standards and Restore Accountability

Every Wisconsin child should be able to read proficiently by fourth grade and graduate prepared for college, a career, or the workforce. I will restore higher academic standards and require honest school report cards that give parents a clear picture of how their schools are performing. We will get back to the fundamentals, using proven, science-based reading instruction to teach kids how to read, strengthening writing and math, and expanding career and technical education so students graduate with the skills they need to enter the workforce.

Support Teachers and Safe Classrooms

Wisconsin’s average starting teacher salary ranks 44th in the nation. To attract the best teachers, I will set strong minimum salary standards, just as many other states like Iowa and South Dakota have successfully done. Teachers also deserve safe classrooms where they can focus on teaching. Administrators must be held accountable for addressing chronic disruption and discipline.

Put Parents in the Driver’s Seat

I will strengthen parental rights, increase transparency over curriculum and what is happening in the classroom, and require parental consent before a K-12 school changes a child’s name or pronouns. Parents should have access to honest information about how their schools are performing and have the leading voice in their child’s education.

Put the “W” Back in UW

Wisconsin’s universities should put Wisconsin students, families, and taxpayers first. UW-Madison’s share of in-state freshmen has fallen from 60% in 2011 to 45% in 2025, while Wisconsin has the second-largest net loss of young, educated workers in the country. As governor, I will freeze tuition, demand accountability for taxpayer dollars, eliminate DEI programs and racial preferences, and refocus the UW System on academic excellence and preparing Wisconsin students for good-paying careers right here at home.

Agriculture & Outdoors

A Wisconsin We Can Protect For Generations

Protect our Farmland

  • Protect Wisconsin Farmland From Foreign Adversaries: I will ban foreign adversaries, including Communist China, from purchasing Wisconsin farmland and residential real estate.
  • Restore Local Control And Protect Productive Farmland: Wisconsin’s rural communities deserve the final say over what gets built in their backyard, whether that be industrial-scale wind, solar, or data centers. As governor, I will sign legislation into law restoring local control over the siting of large-scale wind and solar developments.
  • Expand Access To Healthy, Locally Grown Food: Wisconsin families and children should have greater access to fresh, nutritious food grown and raised right here in Wisconsin. We will make it easier for our farmers to sell directly to local schools, restaurants, stores, and families. I have supported bipartisan legislation like the PRIME Act to remove unnecessary barriers for local producers. As governor, I will connect more Wisconsin-grown food with Wisconsin tables.
  • Help The Next Generation Farm: As governor, I will create a Young Farmers Program to help the next generation get into agriculture. We will expand access to farmland, help young producers afford essential equipment, and give them the tools to build financially sustainable operations.

Protect Access for Sportsmen and Women

  • Expand Public Access: Hunters, anglers, farmers, and outdoor recreationists should not have to navigate unnecessary bureaucracy to enjoy Wisconsin’s outdoors. The Wisconsin Department of Natural Resources (DNR) must be held accountable and focused on expanding opportunities. Wisconsin has tens of thousands of acres of public land open to hunting, but too often people don’t know where or how to access it. As governor, I will create an easy-to-use interactive mapping system so Wisconsinites can quickly find public lands. My opponent, David Crowley, cosponsored legislation to ban hunting in Wisconsin state parks, taking more hunting opportunities away from sportsmen and women.
  • Introduce More Kids to the Outdoors: I cosponsored and helped pass Wisconsin’s mentored hunting law, which gave more families the opportunity to introduce their children to hunting under the supervision of a licensed adult. As governor, I will build on that work by expanding hunter safety and outdoor education opportunities in Wisconsin schools.

Protect Our Racetracks

Wisconsin’s racetracks are part of our state’s tradition and an important part of many local communities. The bipartisan “Right-to-Race” bill, Assembly Bill 880, passed the Legislature, only to be vetoed by Governor Evers. As governor, I will sign it into law and protect the future of racing in Wisconsin.

A Community You Can Feel Safe In

Support Law Enforcement

As governor, I will stand with law enforcement and make sure officers have the tools, training, and support they need to keep our communities safe. Local leaders will be held accountable when their policies stand in the way of public safety.

Restore Order

We need prosecutors who prosecute, judges who enforce the law, and consequences for violent criminals. As governor, I will hold prosecutors accountable, end soft-on-crime policies, and oppose efforts to release murderers, violent criminals, and sex offenders early.

Ban Sanctuary Cities

As governor, I will ban sanctuary policies statewide and require local law enforcement agencies to cooperate with federal immigration authorities when dealing with criminal illegal immigrants. If you commit a crime and are in this country illegally, Wisconsin will not shield you from federal immigration enforcement.

Protecting Kids Online

As governor, I will support commonsense age-verification requirements for app providers, strengthen parental-consent protections, and empower parents to stay in control of their children’s online activity. We will hold Big Tech accountable when platforms enable the sexualization or exploitation of children, including through AI-generated explicit images or sexually inappropriate chatbot conversations with minors. We will also strengthen bell-to-bell school cellphone restrictions.

Government Reform

Government You Can Expect Better From

Audit All of State Government

As governor, I will audit every state agency and program to eliminate waste, fraud, and inefficiency. Democrats in Madison recently blocked an effort to audit Wisconsin’s FoodShare rolls. My administration will bring transparency and accountability back to state government, including clear public dashboards showing taxpayers where their money is being spent.

Build Better Roads, Faster

Transportation is a core responsibility of state government, but Wisconsin takes too long to get major projects done. The I-94 East-West expansion in Milwaukee covers just 3.5 miles and was originally expected to take eight years to complete, with the timeline now potentially stretching to a decade. Every year of delay means higher construction costs and more taxpayer money for the same project. I will streamline permitting and approvals, hold projects accountable to timelines and budgets, and get Wisconsin’s infrastructure built more efficiently.

Enforce Work Requirements

Wisconsinites are generous people, but able-bodied, childless adults receiving taxpayer-funded welfare benefits should be expected to work, volunteer, or train for a job for at least 20 hours per week. I will enforce common-sense work requirements that promote independence while protecting these programs for our most vulnerable.

Right-Size State Government

Wisconsin’s latest state budget increased spending by 15%. Did your government services get 15% better? We need to get back to the fundamentals and fund the priorities taxpayers expect from state government: good roads, strong schools, safe communities, and essential services. I will end the tax-and-spend mentality that assumes every problem can be solved by spending more of your money.

Take Care of Our Veterans

Wisconsin has some of the worst-rated veterans’ homes in the country. We will improve our veterans’ homes, invest in caregivers and staffing, and make sure every Wisconsin veteran receives the quality care they have earned. We will also do a better job connecting veterans with the benefits and services available to them and ensure the Department of Veterans Affairs is accountable, responsive, and focused on serving those who served us.

End Vehicle Emissions Testing

Drivers in southeastern Wisconsin shouldn’t be punished for pollution that blows across the border from Illinois. Yet federal requirements have forced Wisconsin to maintain vehicle emissions testing in the region, creating another hassle for working families. As governor, I will work with the federal government to remove this outdated requirement. Wisconsin drivers shouldn’t have to pay the price for pollution coming from another state.

Health & Child Care

Child Care And Health Care You Can Afford

Require Upfront Health Care Prices

Despite years of federal price transparency requirements, too many Wisconsin hospitals still fail to comply. Patients deserve to know what their care will cost before they receive it. As governor, I will require hospitals and insurers to provide clear, upfront prices so patients can compare costs and make informed decisions about their care. Transparent markets will drive down costs as providers compete in an open market.

Expand Health Care Options

Wisconsin families should have more choices for affordable health care, not a one-size-fits-all system. As governor, I will expand direct primary care, which allows patients to pay their doctor directly through a membership subscription. I will also support allowing the Wisconsin Farm Bureau to offer health plans to its members, an option already available in 14 other states. We must remove barriers to health care options that give families more choices, lower costs, and put patients in control of their care.

Stopping Fraud and Protecting Taxpayers

Wisconsin should follow the lead of states like Indiana and use modern technology to identify and prevent Medicaid fraud before taxpayer dollars are lost. As governor, I will strengthen safeguards across state programs, protect benefits for those who need them, and ensure taxpayer dollars go where they are intended, not to fraud, waste, or abuse.

Lower Prescription Drug Costs

Pharmacy Benefit Managers (PBMs) were created to negotiate lower prescription drug costs, but too often their practices benefit middlemen at the expense of patients and local pharmacies. As governor, I will strengthen oversight of PBMs and crack down on predatory practices that drive up costs and threaten independent pharmacies, especially in rural Wisconsin.

Medical Marijuana

I support legalizing medical marijuana in Wisconsin through a responsible program that gives veterans, those suffering from chronic pain, and other patients access to the treatment they need. At the same time, we must have strict age requirements, responsible oversight, and strong protections to keep marijuana out of our schools and away from children.

Improve Mental Health Care

In Congress, I helped create the 988 Suicide & Crisis Lifeline to connect people with help when they need it most. As governor, I will increase access to mental health services through telehealth and community-based care.

Make Child Care More Accessible

Too many Wisconsin families live in child care deserts where limited options drive up costs and make it harder for parents to work. We will expand supply by cutting unnecessary regulations that make it difficult for home-based and small child care providers to open and stay open. We will also encourage more employers to help their workers with child care by strengthening Wisconsin’s employer child care tax credit. In Congress, I voted to expand tax incentives for businesses that invest in child care for their employees, and as governor, I will bring that same approach.
